First click on the video you would like to link to, and then on "Link" underneath the video's title.
A window will pop up and you can Copy the Record URL. This is the link you will paste into BB.
In Blackboard, Click on the plus sign and Create.
Click on the Link button to create a new link
On the Web Link tab, make the link Visible to students, enter the title, and paste in the URL you copied from above. Make sure the Open in New Window box is checked. Save.
